Key Information
The objectives of the Early Childhood Education Improvement Project for Honduras are to improve (a) Ministry of Education (SE’s) institutional capacity for preschool management; (b) teaching practices of preschool teachers and Educators; and (c) physical learning environments in preschools serving children in Targeted Areas. The Project has five components. 1. Strengthening SE’s Institutional Capacity for Preschool Management component will strengthen SE’s key enabling conditions for sustainable preschool education management. 1.1. Development and implementation of the PEM to improve the quality of preschool education subcomponent will support the design and implementation of a PEM for preschool providers nationwide. 1.2. Promotion of community participation in preschool education subcomponent will increase community participation in preschool education as a crucial enabling condition for the successful implementation of the PEM. 1.3. Improvement of the operational, management, and technical capacity of human resources (HR) for the preschool education subsector subcomponent will support improved capacity of human resources based on the functional review of the Preschool Education Subdirectorate carried out as part of project preparation. 1.4. Improvement of the organization of SE’s planning and monitoring systems subcomponent will support the development of a management framework based on quality statistical data and qualified human resources to use the available resources effectively and plan, monitor and evaluate educational services, complementing other ongoing projects and interventions in this area. 2. Updating the Curricular Design for all Preschool Service Modalities and Improving Teaching Practices in Formal Preschool Education Centers (CEPB) and Preschool Education Community Centers (CCEPREB) component will improve the quality of teaching practices in preschool classrooms by increasing the relevance of content in preschool programs, providing preschool learning materials, and supporting the implementation of improved pedagogical practices. 2.1. Upgrade of the current preschool curricular design and associated learning materials, and their provision subcomponent will support the update of the current preschool curricula design and increase articulation of curriculum design across initial education, preschool, and the first grades of basic education, to promote coherence and continuity of education service provision. 2.2. Support the implementation of improved pedagogical practices subcomponent will enhance in-service training for preschool teachers with an emphasis on the updated curricular design and learning materials. 2.3. Implementation of measurement tools for child development and the quality of learning environments subcomponent will support measurement tools to monitor and assess reforms in the preschool education subsector. 3. Improving Physical Learning Environments in Selected Preschools Serving Children in Targeted Areas component improve access to child-centered, learning-oriented, inclusive, resilient and sustainable preschool physical environments for children in targeted areas to improve equity of education outcomes. 3.1. Upgrade of building codes and infrastructure standards subcomponent will support the upgrade of building codes and infrastructure standards through the following activities. 3.2. Improvement of existing preschool physical learning environments in targeted areas will support the building, expansion and rehabilitation of learning environments of public preschools serving children in targeted areas. 4. Project Management and Evaluation component will support the strengthening of the SE’s capacity to manage and oversee project implementation, as well as to monitor and evaluate project objectives and outcomes. 5. Contingency Emergency Response component will provide immediate response to eligible emergencies.
