Key Information
Despite the efforts done by the Senegalese government, the access to technical and vocational training currently remains weak. The training’s offer covers only circa 25% of the youth population arriving on the labour market. Besides, there is a gap between the programmes taught and the needs of the enterprises from the formal and informal market. The sector is evolving slowly and should acquire more flexibility in order to better cover the needs of the labour market. With the programme “Technical and Vocational Training and Employability“ (SEN/032), the Luxembourg Cooperation aims to support the strengthening of the vocational training sector’s national policy. The programme follows the priorities of the government with a focus on the youth between 15 and 25 years old, especially the young women in the North and Centre regions of Senegal as well as the Dakar peri-urban areas. The programme’s three main interventions areas are: (i) access to vocational training, (ii) quality of the offer and (iii) governance. These interventions areas are translated into the following objectives: promote a fair access to technical and vocational training within the formal and informal sectors, support diversification of vocational training offer in order to adapt it to the needs of the economy, with a focus on equality of access and satisfaction of women and men’s needs, work on the socio-professional inclusion of the young people from the formal and informal systems, and improve the technical and vocational training governance thanks to the autonomy of the public formation centres, the public-private partnership, the territorialisation of the vocational training policy and finally the contribution of the civil society.
