Key Information
The Benin Second Unlocking Human and Productive Potential Development Policy Financing (DPF) series, supported by the World Bank, is designed to align with Benin’s Government Action Plan (PAG 2021-26). This program seeks to drive transformative reforms in critical areas to unlock human development and foster economic productivity, with the overarching goal of enhancing long-term wellbeing for the population. The initiative prioritizes empowering women and girls, expanding access to sustainable energy, and strengthening fiscal and debt management.
The reform agenda aims to empower women and girls by addressing barriers to education and health while promoting gender equality. Key actions include improving access to secondary education for girls in vulnerable communities, introducing a comprehensive life skills curriculum with modules on empowerment, autonomy, and sexual health, and enhancing access to sexual and reproductive health services. Simultaneously, mechanisms to protect and support survivors of gender-based violence (GBV) will be strengthened, ensuring a safer and more inclusive environment for all.
In addition, the program seeks to bolster Benin’s energy infrastructure by reinforcing the resilience of the electricity distribution network, adopting affordable connection policies, and implementing energy efficiency regulations to meet both demand and sustainability goals. To support fiscal stability, reforms will advance tax policy, particularly in property taxation, while institutional improvements to the debt management office will enhance its capacity to manage regional and international markets effectively. Together, these measures aim to unlock Benin’s potential by creating a foundation for inclusive growth and sustainable development.
