Key Information
The development objective of the Education for Human Capital Development Project for Somalia is to increase access to primary education in underserved areas, with a focus on girls, and improve quality of instruction. The project comprises of four components.
The first component, system building will provide support to the government for developing and operationalizing fundamental elements of a functional education system. It consists of following sub-components: (i) strengthening government’s stewardship role; (ii) establishing a national student learning assessment system; and (iii) strengthening system-level monitoring and evaluation.
The second component, expansion of access to quality schooling for the disadvantaged will provide out-of-school children from disadvantaged backgrounds with access to good quality schooling opportunities at no cost to their families.
The third component, enhanced instruction quality will improve the capacity of Somalia’s teachers is central to enhancing learning outcomes of its students.
The fourth component, project management will likely be the largest investment managed directly by Ministry of Education, Culture and Higher Education (MoECHE) and investments are required for staffing key positions to deliver the project successfully.
